Driving to close, said i wasnt guilty?

so i have court in about two hours i said i was not guilty, i was driving to close to a cop who was off duty driving a honda. Him and his partner were going 25 m in 40 m zone and .talking the whole time i was behind him. I was trying to slow down to change lanes and he would slow down and change lanes when i did it. he would purposely do it too. so now how do i put it in word the judge will understand
say he was impeding traffic. and not going with the flow of traffic. instead of concentrating on the road, he was concentrating on blocking you. iono, thats a tough one. what lane was he in? the inside lane is the fast lane. the outer ones are for the slower cars.
tell the judge that
His actions do not justify your actions. His driving too slow does not give you license to follow too close. Additionally he may have been driving that slow BECAUSE you were following too close.
You left out something who gave you a ticket if he was off duty? The ticket for that can
