If someone completes probation, how does one go about making sure all records actually show completion?

While on probation, he was in another country,but my friends record still showed he had a restraining order against him, but this should have been removed a couple of years ago. He was delayed in customs for about 45 minutes because of this. Now he is completely off probation. But he has not gotten any notice of this what so ever. He has been keeping track of his time, so that is how he knows. So what does one do to check that all records are up to date?
